A little update on CF issue.... Its been a while since we get the latest update on our CF issue so I did some reading on the HBA website…..
….and I am shocked to find out we still have a long battle to fight and there are so many things we cannot do without the CF!!! and every step along the way is very time consuming. We cannot slack in following up on this issue!! Or we might end up getting strata title in 10 years time!! or more!!
The followings are my analysis after reading the articles in HBA and relate it back to JDA:
1. JDA is still having TCF until today (last one expired 15 June 06)
which means we still can’t apply for strata title. To apply for strata title
we need to have CF approved first. NO CF, NO STRATA TITLE!!! We
started discussing the CF issue since Nov 2004 (1 year 8 months ago)
and still no CF until today.
Reason for not issuing CF from DBKL is the connecting road from Kesas
to bukit jalil highway is not completed (Read the TCF pasted at the
notice board). The question to ask is why is this affecting the CF
issuance? Are we the victim of a tussle btw developer and DBKL? And
why the JDA flat across the road can get CF and JDA Apartment cannot?
Don’t we already have a connecting road from the traffic lights near
Petronas?? We need to follow up and get answer for this (RA
Committee??) and find a way to move forward. We might not get
insurance payout also in case of emergency if the CF status is still

We can’t proceed to item 2, 3 and 4 below until we get our CF. Minimum time for item 2, 3 and 4 to take place is 1 1/2 years. With Malaysia Boleh, probably 3 years or more. Add on top on item 1, god knows how long…10 years???
2. After CF is approved, developer must apply for strata title within 6
months. Under Section Eight of the Strata Titles Act 1985, developers
who fail to do this face a fine of RM10,000 to RM100,000 and a further
fine of RM100 to RM1,000 for each day that the offence continues to
be committed.
3. It will take at least ONE YEAR for strata title approval after submitting
the application, provided proper documentations is submitted by the
developer. One mistake from the documentation can take a few
months to rectify!! (Malaysia Boleh..again). Potential delay here!!
Why we need strata title you might ask?? It is our only prove of
ultimate ownership, as charging to bank loans, refinancing, we no
longer need developers’ consent to sell – who might charge 1-2%
consent fee and etc etc. Read more at

4. It is only after the strata title is approved that we can form a
Management Corporation (MC). Why we want to form MC you might
ask. The reason is MC will enable the residents to decide how to
manage JDA ourselves and dictate the standard of living we want! Until
we form a MC, the developers can set up their own management
company and collect maintenance fees (we can complain until the cows
come home, but we will still be at their mercy!!..and their priority might
not be the residents priority). Read more about MC at

I hope the above will create more awareness among JDA residents on the CF issue and the RA committee will take the CF issue as a current and ongoing priority, apart from our infamous security issue. Resident, please join the RA and support our committee. We have to come together to have a collective power, make a difference and get things moving! Unity is power!

dah 3 tahun... tcf kita pun dah lama luput. mungkin dalam 10 tahun pun tak dapat tengok cf...... atau apa yang kini dipanggil ccc. goblok punya bjd.
